Preparation for an unannounced veterinary inspection

We know the land and the numbers, which is why we know that stress before inspection results from a lack of order in the paperwork, not from actual neglect on the floor. When at 7:14 AM a white car from the inspection pulls up in front of your plant, there is no time to look for binders under the desk. At Meridian Greater Poland, since September 2017, we have helped 143 food companies survive such visits without fines, based on hard facts and real veterinary requirements.

The first 9 minutes, or how to welcome an inspector

A veterinary inspector is not obliged to call a week in advance. He has the full right to enter the plant at any time when production is taking place or when employees are on site. From the moment the service ID is shown to entering the hall, it usually takes 6 to 8 minutes. In this short time, the person at the gate or in the secretariat must know exactly whom to notify. The worst mistake is arguing with an official or an attempt to block entry – this ends in a criminal fine of 2,450 PLN at the very beginning for obstructing activities.

It is worth having two specific people designated for contact with the inspection. If the main technologist is currently on sick leave, the deputy must know where the keys to the cabinet with HACCP documentation are. During an inspection in a company near Swarzędz in March 2024, we saw how the absence of one person paralyzes the entire plant. We teach our clients that composure and a clear notification path are half the success. An inspector who sees order from the threshold is less likely to look for trouble in the rest of the visit.

Analysis of Meridian Greater Poland data shows that 87.4% of deficiencies during inspections concern gaps in documentation, not dirty machines. The most important point is up-to-date temperature records in cold rooms and warehouses. If the binder is missing even one entry from last Tuesday, the inspector becomes suspicious that the data is made up. Since January 2024, regulations regarding the traceability of raw materials have tightened, so every batch of meat must have a confirmation of origin available in 110 seconds from the request.

We often encounter a situation where a company has great procedures on paper, but no one fills them in on an ongoing basis. During an audit at one of our clients in July 2024, an official checked 19 out of 24 control points related to washing and disinfection. Thanks to the fact that they kept digital records with a paper copy, the process took only 14 minutes. Without this, the inspection could have lasted 3 hours longer, which generates unnecessary downtime in the production line and stress for the crew.

The official looks at details that employees, due to routine, have long since stopped noticing. Is the sanitary lock working correctly at every entrance? Is the soap dispenser at station No. 2 not empty? During an inspection at a meat plant in Grodzisk Wielkopolski in June 2024, an inspector noticed that one of the employees had a ring on under his glove. It cost the owner 1,200 PLN in fines. Jewelry, painted nails or dirty shoes are the most common causes of negative reports, which can be eliminated in a 5-minute morning briefing.

Current medical certificates for sanitary-epidemiological purposes are also key. They must be in the original or a certified copy on the premises of the plant. Not in an accounting office in another city, but here, on Półwiejska or another location where production takes place. If the expiration date of even one test passed 2 days ago, the employee must be immediately removed from the line, which with small teams of 14 people can completely stop the packing of goods for shipment.

Pest control is a permanent element of veterinary inspection. It is not enough to have a signed contract with a deratization company. You need to have an up-to-date map of the layout of feeders and insecticidal lamps, and more importantly – reports from the technician's visits. If the last inspection was done more than 31 days ago, the inspector will consider the system ineffective. In March 2024, we helped a client where an inspector found one damaged deratization station at the unloading ramp. Thanks to a quick reaction and an entry in the incident register, a fine was avoided.

Remember that insecticidal lamps must be functional and their adhesive inserts regularly replaced. Inspectors often check the dates on UV lamps – their effectiveness drops after about 8,500 hours of light. If you do not have the date of the lamp replacement entered, it is considered useless. Waste disposal and water testing

Water used for production must be safe, which is confirmed by the results of tests from a certified laboratory. Samples must be taken from various water points at least once every six months. If your last results are older than 184 days, you risk immediate suspension of production. Similarly, the issue of category 3 waste. Removal registers must match the weight of what you declared in the annual report. A difference greater than 3.2% raises suspicions of illegal placing of goods on the market.

Every waste transport must have a commercial document generated in the electronic system. Since 2017, we have seen that officials are less and less likely to look at paper slips, and more and more likely to check online systems during a visit. If you cannot log into the portal in front of the inspector, he will enter a lack of waste supervision into the report. We know these procedures inside out, which is why our clients have 'start packages' prepared for controllers, which contain all the logins and the last 12 disposal reports at hand.

Even if the inspection revealed defects, it is not yet a sentence. The key is how quickly you react to them. If the inspector writes recommendations, you usually have from 7 to 14 days to remove them. Showing an invoice for a repaired cold room or a photo of a new sanitary lock sent by e-mail to the inspector on the same day can work wonders and turn a high fine into a warning.
